This is a 1913-A 5 Mark from the German State of Prussia. This was at a time when Prussia was the pre-eminent state on Germany and King Wilhelm II was one of the most powerful rulers in the World. Unfortunately, he steered Germany into World War I and he was forced to abdicate in 1918 at the end of the war. These large 5 Mark Silver coins are approximately the size of US Silver Dollar. Mint State examples are fairly common, but Proof examples are quite rare. Cameo versions, with their frosted devices and mirrored fields, are the most desirable.
