Mitrovica is one of three towns to be visited by Kouchner and a delegation of the U-N's interim advisory council, which includes Serb and Albanian representatives. The group only has consultative powers, but it marks the first step towards returning political power to Kosovo's population. The participants will also visit Gniljane in eastern Kosovo and Orahovac in the southwest. All three towns have been plagued by continuing ethnic clashes since the end of NATO airstrikes.
