Got Scuppered on an Early Morning Walk in a Cotswold Village

So, today we are out and about walking in the Cotswold village of Bourton-on-the-Hill, which is located about 3 km west of Moreton-in-Marsh in the County of Gloucestershire in the UK. In 2010 there was an approximate population of 288. The village church is dedicated to St. Lawrence, which is a grade I listed building and dates back to the 17th century. Part of the walk is through a section of countryside. It was going well until we came to a grinding halt due to a locked gate. I'm not sure if the gate was across a public footpath or not. There was a weathered sign in the middle of the gate which stated "No horses". Maybe it was a public footpath some years ago but has since been locked off...If any knowledgeable locals or ramblers reading this might know what's what, please post a comment.
