This one may be kind of tricky just based on how many enemies there are. The overall goal is to gain population spaces, not actual units. Send every single unit north and attack the first city, then loop around right and take the other city. Upgrade every single one to max level and housing to finish the mission. No matter what, do not attack the city in the far right! That will spawn an entire army of elephant archers which will be very annoying to defend and advance against! Just spam infantry in cities if you need to defend them.
