This is a tricky one, at least in my opinion. The tanky enemy overwhelms your city, losing it will cause a major morale decrease for your forces. You basically have to rush as fast as you can towards it, to prepare to recapture it as quick as you can. Stall for as long as you can, assign a defense general like Su Dingfang if you have him, it will give you some extra time to reach the city. Once you trip the second objective, enemy units will swarm you. These are easier units, you should have no issue with them unless your morale is already broken. Good luck!
