In quantum mechanics, if E is less than V, the particle has a chance to "tunnel" through or penetrate into the barrier, rather than just being completely reflected back as in classical physics. This phenomenon is due to the wave-like nature of particles. Inside the region where the potential is higher, the particle's wave function decreases exponentially, indicating that while the probability of finding the particle there is small, it is not zero.
