Raising the bar in Philippine Festivals: Empanada Festival Dancers of the City of Batac veer away from traditional festival presentations with another world class act in the 2012 Tan-ok ni Ilocano: The Festival of Festivals. Distinct, like the taste of the Batac Empanada, their performance manifests not only their creative artistry and superb dancing prowess but more importantly, the kina-TAN-OK ni Ilocano! Storyline: The People of Batac were not spared of the hardship and turmoil brought about by World War II and the Japanese Colonization in the Philippines. In the midst of chaos, the Batacqueños, religious as they are, sought the intercession of their Patron Saint, the Immaculate Conception, to help them surmount the problems brought about by the ravages of war, among them the problem of lack of food. Peace Time came when the Americans arrived to liberate the country from the Japanese. The improved peace and order situation allowed a group of Batac Women to come up with the BATAC EMPANADA to help solve the problem of starvation. With a distinct taste truly its own, the BATAC EMPANADA is made of a savory filling of grated PAPAYA, MONGO, chopped Ilocano LONGGANISA, and EGG. The dough known as "BEL-LAAY", made of rice flour and made vibrant by the orange color of the "ATCHUETE" serves as its thin and crisp wrapper. The preference of the Batacqueños for the BATAC EMPANADA continues to the present, and it is hoped to be passed on from generation to generation. With the recent confirmation of the cityhood of BATAC after an uphill and arduous legal battle, the BATAC EMPANADA and the CITY OF BATAC are destined to soar higher.
