Line a baking sheet with parchment paper. In a mixing bowl, whisk together the oat flour, whole wheat flour, baking powder, baking soda, salt, and garlic powder. Using the coarse side of a box grater, grate the chilled butter into the dry ingredients. Mix the butter into the dry mixture using a wooden spoon until well incorporated. Add the grated cheddar cheese and carrots to the bowl. Mix everything together using your hands, ensuring the cheese and carrots are evenly distributed throughout the dough. Gently stir in the cold buttermilk, using a fork. Stir just until a sticky dough forms, being careful not to overmix. Using an ice cream scoop or a spoon, scoop out 12 equal portions of dough onto the prepared baking sheet, spacing them apart. Bake the biscuits in the preheated oven for approximately 15 minutes, or until they turn golden brown. Once baked, remove the biscuits from the oven and let them cool for about 5 minutes. Serve the drop biscuits warm and enjoy!
