All municipalities across South Africa are powerless as Billions of Rands of copper infrastructure is stolen, then exported into the international market. In the face of absent legislation, authorities can do very little to nothing to stop the copper flow. But at the bottom of South Africa, the municipality of Cape Town is leading the battle and fighting back. After having established divisions in Law Enforcement, the Metal Theft Unit and the Energy Unit are both on the frontlines. Heading up the Energy Directorate, Alderman Xanthea Limberg explains their initiatives.
