B.D.O or the Block Development Officer is a member of the Provincial Civil Services (PCS) of a state and is the administrative head of a block (consisting of several Gram Panchayats). He is also a Deputy Collector and an Executive Magistrate. So, in order to become a B.D.O., you need to clear the PCS exam/state civil services exam conducted by the Public Service Commission of your state. For example, to become a BDO in Jharkhand, you need to crack the civil services exam conducted by the Jharkhand Public Service Commission (JPSC). If you get selected to the rank of Deputy Collector after cracking this exam, you will be posted as a BDO. The examination pattern of the state civil services exam is more or less similar to that of the UPSC civil services exam. Upon promotion, a BDO can later on become Director DRDA, SDM and DDC/CDO. After the post of DDC/CDO (mainly after 20–25 years of service), if everything goes well, then the officer could be inducted into the Indian Administrative Service (IAS). Upon becoming an IAS officer, the officer can be posted as the Collector/Deputy Commissioner/District Magistrate of a district after some time. His further promotions occur in accordance with the promotional rules of an IAS officer. For those officers who do not get inducted into the IAS, they are further promoted and posted in the State Secretariat/Ministries.
