(10 Feb 1996) Russian/Eng/Nat Yevgeny Primakov, the new face of Russian foreign policy is about to look the United States straight in the eye. Meeting in Helsinki at the weekend, Secretary of State Warren Christopher can expect some plain talking from his new counterpart. Former spy master Primakov took over the helm of foreign policy, following communist and nationalist success in the December elections. Primakov has lost no time in establishing the new rules of the game, APTV takes a closer look at the foreign policy of Russia since the change of its minister. The Foreign Ministry in Moscow is located in one of the famous Stalin-era buildings - a symbol of the glory days of Cold War Soviet power. Its new master is Yevgeny Primakov, former head of foreign intelligence. As yet an unknown quantity in the West, he is nevertheless thought to back the return of Russia to diplomatic centre-stage. Addressing the parliament foreign affairs committee on the eve of his first meeting with Warren Christopher, Primakov pulled no punches. SOUNDBITE: (Russian) " We will do everything to prevent a slide back to Cold War, to prevent confrontation becoming the dominant factor in our relations with other countries. But alongside that policy goal, we intend to defend our national interest more actively than we have in the past." SUPER CAPTION: Yevgeny Primakov, Russian Foreign Minister These are words the opposition-dominated parliament has been longing to hear. Their victory in December's elections forced President Yeltsin to sacrifice his long-standing predecessor to Primakov, Andrei Kozyrev. SOUNDBITE: (English) "Kozyrev certainly had no support inside the country for the kind of policies he was associated with. Certainly he had lost whatever clout he had in foreign policy, in the foreign policy establishment of other countries. So that also obviously played a role in Yeltsin's decision." SUPER CAPTION: Viktor Linnik, former Pravda chief U-S correspondent Kozyrev was accused among other things of being too soft on NATO expansion. Cooperation in the peacekeeping mission to former Yugoslavia has helped paper over the cracks for the time being, it seems. SOUNDBITE: (English) "Now that's really a political question. I'm here really to talk about how we can work together in a military to military way, but NATO membership, future NATO membership and NATO enlargement are really political issues that need to be decided by the politicians. (Q. Do you hope to solve it successfully?) Well, that's up to the politicians. SUPER CAPTION: General George Joulwan, NATO Commander-in-Chief But the politicians have left one another little room for manoeuvre. SOUNDBITE: (Russian) "Russia objects to the expansion of NATO. The expansion of NATO will lead to the division of Europe. SUPER CAPTION: Viktor Chernomyrdin, Russian Prime Minister NATO is not the only headache for Christopher in Helsinki. He is also expected to make another pitch to Russia to forego the sale of nuclear technology to Iran. Russia, standing to make almost $800 (m) million from the deal, has indicated that it will not back down. Primakov also insisted that Russia is moving to boost its arms exports to Asia and China. A $2.2 (b) billion contract was announced this week to supply China with Russia's top-of-the-range Su-27 fighters together with a licence allowing to Beijing to build them in the future.
