They were very angry at Gandhiji withdrawing the Civil Disobedience Movement to attend the 2nd Round Table Conference when the movement was at full force. The Leaders of the All India Congress Socialist Party wanted to advance the principles of democratic socialism via gradualist and reformist effort in democracies, rather than by revolutionary overthrow. In Patna on 17 May 1934, the Bihar Congress Socialist Party was established. JP Narayan became general secretary of the party and Acharya Narendra Deva became president. Bombay Conference occurred on 22nd and 23rd October 1934, where a new All India party, the Congress Socialist Party was formed. JP Narayan became general secretary of the party, and Masani joint secretary. All Indian Congress Socialist Party was to act under the overall umbrella of Indian National Congress and in order to become its member, the membership of Indian National Congress was mandatory.
