They came into being around the Han dynasty over 2000 years ago and were used throughout Chinese history, right up until the late 20th century. In the 1950s and 60s the mainland Chinese characters simplified a lot of the characters for two reasons. 1) to make them less complicated to read and quicker to write 2) because there was a problem of illiteracy and it was to allow people to learn to read and write more quickly. So back to the question. Mainland China uses simplified Chinese and Hong Kong and Taiwan use traditional Chinese. Traditional characters are also often used in Chinese communities abroad, and in historical sites. Because of the sheer number of people using the internet in China, Simplified Chinese is also more often seen online. If your area of interest is mainland China, it would make sense to learn simplified Chinese characters. If you are interested in Hong Kong or Taiwan and you mostly travel there, it would make sense to learn traditional Chinese. My advice would be to stick to one type of characters at the beginning. It is possible to learn both at the same time if you are prepared to put in the effort. If you really want to learn both, just learn to read and recognise both, don't try to write both simplified and traditional Chinese, because writing characters is much more difficult than recognising them. I can read both simplified and traditional Chinese but I can only really write simplified characters by hand. Learning to write both types is a huge burden, and most Chinese people in the world concentrate on writing one type.
