In response to a report of a violent altercation involving a parking lot attendant, Los Angeles Police Officers swiftly arrived at Venice Beach on Wednesday, June 14, 2023. However, upon interviewing the attendant, it was revealed that the alleged assailant had not physically assaulted him but had resorted to verbal aggression. The individual appeared to be under the influence of substances at the time. Since no physical harm had occurred, the police determined there were limited options for their immediate intervention. Consequently, the Los Angeles Police Officers reached out to the Crisis and Incident through Community-Led Engagement (CIRCLE) program, seeking their expertise in managing the situation. The primary objective of CIRCLE is to provide comprehensive support to individuals experiencing homelessness through outreach and housing services. Upon arrival, the CIRCLE team engaged with the distressed individual, who noticeably calmed down and displayed a receptive attitude towards the offered outreach. Recognizing that CIRCLE had effectively defused the situation and was equipped to provide further assistance, the Los Angeles Police Officers decided to resume their patrol of the Venice Boardwalk. It is worth noting that multiple complaints had been received regarding the individual's intimidating behavior towards others in the area, further highlighting the necessity of addressing homelessness-related issues. The CIRCLE program, which recently launched, aims to establish an alternative response system for non-emergency 911 calls concerning homelessness. By implementing Crisis Response Teams (CRTs) and Proactive Embedded Response Teams (PERTs), CIRCLE ensures a proactive presence within the community to address non-violent situations involving individuals experiencing homelessness. The program's scope covers specific reporting districts in Venice and parts of Del Rey, operating within the City and County of Los Angeles, as well as Congressmember Ted Lieu's district. CRTs, comprising a mental or behavioral health clinician along with two crisis or homeless outreach practitioners, will be available round the clock to respond to non-emergency calls related to homelessness. CIRCLE personnel are unarmed and will not engage in any law enforcement duties. They are not equipped to handle violent situations or life-threatening emergencies. Examples of suitable situations for CIRCLE's involvement include well-being checks, indecent exposure incidents, loitering or trespassing issues, noise complaints, syringe disposal, and other non-emergency requests for assistance related to individuals experiencing homelessness, provided there is no immediate danger, threat, or potential for violence. The collaboration between the Los Angeles Police Department and the CIRCLE program represents a proactive effort to address homelessness-related concerns, emphasizing outreach, and comprehensive support as essential components of effective intervention.
