When complete, this $5 billion USD hydroelectric project on Colombia's second largest internal river will supply 2.4 gigawatts - almost 20% of the country's electricity. The project is behind schedule due to a near-catastrophe in 2018 when a deviation tunnel collapsed after heavy rains. Engineers decided to flood the unfinished turbine chamber to prevent a potential collapse of the partially completed dam. While that saved the structure, and possibly thousands of lives downstream, it destroyed millions of dollars worth of equipment already installed in the subterranean chambers. As to be expected, though construction moves forward, the project has become marred by lawsuits and political intrigue. The dam is owned by the EPM utility conglomerate, which in turn is owned by the city of Medellín.
