FRANCE: PARIS: INTERNATIONAL SOCIALIST CONGRESS

(8 Nov 1999) French/Ger/Eng/Nat Many of Europe's most senior political leaders arrived in Paris on Monday for the last International Socialist Congress of the century. Opening the conference, Britain's Tony Blair called on his German counterpart Gerhard Schroeder and French Premier Lionel Jospin to modernise and adopt modern market thinking. The three leaders were amongst delegates from nearly 140 countries who are trying to devise a single socialist agenda for the new millennium. Delegates from some 139 countries gathered in Paris on Monday to hear each other's visions of the role of the left in the new millennium at the 1999 International Socialist Congress. Amongst them were eleven socialist heads of state, including French Prime Minister, Lionel Jospin, Britain's Tony Blair and Germany's Gerhard Schroeder The speakers' sometimes contrasting views on the state of socialism today showed how much things have changed in the past 10 years. Schroeder was the first to speak. SOUNDBITE: (German) "Due to the democratization within our parties and due to the increased international economic competition, our social security systems have become threatened. Compared to 10 years ago we cannot use our economic output to create enough jobs for everybody." SUPER CAPTION: German Chancellor, Gerhard Schroeder In reply, the centrist Tony Blair shared his vision of the so-called "Third Way" - the middle ground between Socialism and Capitalism. SOUNDBITE: (English) "What I've called the third way, but in reality is simply a modernized social democracy, is that we, on the left and centre left, we become the champions of change. Managing change in a way that overcomes insecurity and liberates people equipping them to survive and prosper in this new world. And why is that true to the roots of the left and centre left? For this reason: because as managers of this change we believe in a role for the collective, for people together whether through government, through the local community, in formal and informal methods of solidarity." SUPER CAPTION: British Prime Minister, Tony Blair French Prime Minister, Lionel Jospin underlined the obvious strengths of Market economies but warned that the needs of society should remain a priority. SOUNDBITE: (French) "Socialism no longer exists, and most of all as a system of production. As to the creation of wealth and the location of resources, the superiority of the Market over planification especially centralised has proved to be undeniable. But nevertheless we don't make of the market a value, the market is an efficient and precious instrument, but it is only an instrument. It must be regulated, it must be to the service of society. On its own, the Market produces neither meaning, nor direction, neither project." SUPER CAPTION: French Prime Minister, Lionel Jospin Former Spanish Prime Minister Felipe Gonzalez also gave a speech stressing the dangerously uneven distribution of wealth and its negative impact in today's globalised world. SOUNDBITE: (Spanish) "The important summary reflects the opinion of leaders of different regions, of different identities and of priorities which are also different. We have to keep in mind that the challenges that lie ahead for what we call countries in development, or what we consider countries submerged in poverty and in the marginalisation of this globalisation are of a range and a severity much worse than countries with a high level of development like Europe."
