Well in order to answer those questions first we need to answer what HDR or High Dynamic Range is, and in the simplest terms, it’s a new standard that defines a larger color range allowing for greater accuracy and detail along with a new brightness standard which not only means displays can get much brighter than before, but this brightness is used not to make the scene needlessly brighter, but to add detail to bright video clips where previously it would have been hidden and blown out in an SDR video. HDR monitors and TVs also typically have stricter quality standards in general and much higher contrast as true HDR monitors are required to have a certain amount of dimming zones to achieve higher contrast levels and a much better picture overall. So as you might imagine after ingesting all that info through your ear holes, yes a good HDR monitor or TV is much, much better than an SDR one, and you should always use HDR when possible, but why then do so many PC gamers complain about HDR looking “bad”, or “washed out”.
