I believe its a bug, but you need to make sure you find a real dream breath target so you get the full value. If I get a WA that helps ill post one here. Also I do mention it in this video, Titan's gift (withou a CoY proc) can produce a stronger dream breath for consume flame, but you must click off the weaker breath. Don't ever actually start going and clicking off the buff, your time can be better spent actually healing. Hitting the strongest breath (tier set and CoY) is always your best pick. And never ever a temporal anamoly echo'd dream breath!
