If it were me, I'd add bacteria and even media from an established tank to help it along if possible. Once it's properly cycled the cloudiness after water changes should clear within a few hours. You can buy a bio sponge that would fit in the back of the hang-back, depending on size would cost between $3 to $6 dollars. And a box of bio balls. Add an intake sponge. You would be to go. All she would need to do is rinse out the sponges once or twice a month. Lost most of the bacteria doing 100% water changes tank is cycling as people above have said Jacquis idea is quite good but keep eye on the fish. I suggest throwing more filter media in the filter if u can fit it. Even a sponge or whatnot. And try to just do like a 20-40% wc once a week. If u can find media thats already established itll sort itself right out. But it sounds like the big water changes keep causing the bb i had the same issue at first. Leave the water be a bit unless you notice it seems off. Film on top or fish seem out of sorts. This is if you cant get a test kit ofcoarse. Cycle should take over on its own. Mr Clean original sponges can be put in a hob filter to assist. Those should fit in the school budget? Also if you can get your hands on some lava rock and put small pieces in the bottom of the filter under the media sponges that will give a nice bed for bacteria as well.
