They operate by increase the phase angle between the start and run winding. This provides an extra boost to the compressor to start up. Thus reducing the load on the compressor at startup. Since these units get installed on compressor near the end of their lives, I assume that they would be beneficial earlier on as a preventative measure. Make sure to get the correct hard start capacitor for you unit based on how many TONs the unit it...I would suggest the 5-2-1 brand only. There are other cheaper ones, and I wouldn't trust them. This video shows how one of these units can be installed yourself. Pull the fuse to the A/C. Be careful around live wires. If you are still scared, then have a professional do it. Reference: kwm380 has a great video in explaining how these things work.
