(10 Jun 1995) German/Nat Germany's battered Free Democrats, junior partners in Chancellor Helmut Kohl's coalition, Saturday elected moderate liberal Wolfgang Gerhardt as their new national chairman. Gerhardt beat his challenger, former economics minister Juergen Moellemann, at the party's annual congress in Mainz to take over from the outgoing FDP leader, Germany's Foreign Minister Klaus Kinkel. The FDP's slogan is "a new beginning - a new chance". And that is what new party leader Wolfgang Gerhardt is hoping for. Gerhardt is best described as a modest loyalist. Observers have voiced skepticism as to whether Gerhardt, 51, can lead the Free Democrats out of their most serious crisis - a crisis that threatens not only its own future but also that of the conservative government. The centrist Free Democrats, coalition partners in all but two of the post-war German governments, have been undermined by the growing support for the left-wing Green Party. Chancellor Kohl's Christian Democratic Party could greatly suffer in the next general election if the FDP fails to turn the current trend around. But the FDP also realises that it must establish itself as its own party and not one that can only survive when in coalition with other parties. Gerhardt is promising to build a strong team that is committed to winning back the support of the German people. SOUNDBITE: (In German) We represent a modern party. We are a party that needs reform across the border. We have too much state and too little engagement. There are many changes since the reunification. We didn't lose elections because lack of a good program but because we didn't get our message across to the voters. Westerwelle (FDP general secretary Guido Westerwelle) and I are a team both in the way we are and how we think. The public now sees that a new team is coming and that is very important." SUPER CAPTION: Wolfgang Gerhardt, new leader of FDP Fifty-seven percent of the party delegates threw their vote of support behind Gerhardt over former Economic Minister Juergen Moellemann who got 33 percent of the vote. Far in third place came Markus Schoenherr, a 23-year-old student, with six percent of the vote.
