(3 Apr 1997) French/Nat Zaire's new Prime Minister has named his new government excluding all representatives of the long-term President, Mobutu Sese Seko. At a news conference in Kinshasa, Etienne Tshisekedi, announced he had given cabinet posts to five of the rebels who are occupying much of eastern Zaire. Walking out into the open air news conference in Kinshasa on Thursday, Zaire's new Prime Minister received a warm welcome. Etienne Tshisekedi used the occasion to announce his new cabinet - which includes five rebels. SOUNDBITE: (French) "In the composition of the government team, there are departments reserved for our compatriots from the alliance with which our Ministry of Interior is going to make contact as soon as possible to complete the government and guarantee the restoration of total peace for the territory for Zaire." SUPER CAPTION: Etienne Tshisekedi, Zaire's Prime Minister Taking a swipe at the man who appointed at him, Tshisekedi insinuated that President Mobutu Sese Seko had abused Zaire's parliament. The new premier said that the National Conference should now be obeyed. SOUNDBITE: (French) "Kabila, might have done what he did... because the person who governs this country has violated the National Conference. But now the way is open for decisions made by the National Conference to be followed strictly to the letter - Kabila should be happy." SUPER CAPTION: Etienne Tshisekedi, Zaire's Prime Minister None of those politicians aligned to the president have been given any of the 26 cabinet posts. Etienne Tshisekedi received cheers and applause as he left the news conference. How his popularity fairs will depend on his ability to reduce conflict in the strife-torn African nation.
