Vladimir Putin announced a partial mobilisation on 21 September. Putin has since made televised comments to say he has signed a decree to make 'corrections' to the mobilisation order after thousands of Russians tried to flee the country. The Russian president said the updated decree would defer conscription for additional categories of students, including certain postgraduate students and those enrolled at accredited private universities.
