Chaos ensued within Manitoba's Headingly Correction Centre for hours before the Manitoba Corrections Emergency Response Unit (CERU) was ordered to enter. Inmate William Ahmo was captured on bodycam video engaging the CERU team on a set of stairs. Ahmo can be seen holding an object as he engages the CERU team but he is quickly overpowered, pepper sprayed, and restrained. "I can't breathe!" Ahmo screams to the CERU team. "If you're talking to us you can breathe," replies one of the CERU officers. The incident continues and the CERU team captain Robert Morden is heard instructing the team to make sure Ahmo can breathe. Shortly after Ahmo loses consciousness, a code red is called. Ahmo lost a heartbeat for 11 minutes according to an agreed statement of facts. CPR was performed and Ahmo regained his heartbeat but died a week later in hospital. A pathologist testified at trial that the cause of death was a brain injury triggered by a lack of oxygen to the brain, likely due to how he was restrained by officers. Following Ahmo's death, CERU team captain Robert Morden faces charges of criminal negligence causing death and failure to provide the necessities of life. The trial heard testimony from a corrections officer who said the words "I can't breathe" are common to hear from someone suffering from the effects of pepper spray. The court also heard that Morden was heard encouraging Ahmo when paramedics arrived and that he went on stress leave following the incident.
