Sections designed for ultimate limit states (under factored loads) must be checked for serviceability (deflection, crack-width, etc.) under the expected 'service loads', as mentioned. The calculations require the computation of stresses under service loads. Moreover, these calculations form part of the working stress method of design (WSM).
