When powering on the ESC the LED on the RX should engage. If the ESC has power, but the RX does not do the following: -Check the ESC to RX connector and wires; -Check that ESC is connected to channel 2 in RX; -Check the RX pins that they are not bent or corroded. If this does not work, you need a new RX... more than likely. You can also try plugging in the RX to a different ESC just to see if it lights up. To save time, if you have a spare new RX, plug that one in just to make sure it is not the ESC. It is very unlikely that you may have gotten two new non-working RX in the same batch. But it is usually the RX that is faulty if it does not power when the ESC is engaged.
