Tips: You need to use Red Hare for this one, otherwise it's impossible (Unless you somehow manage prevent all officers from using any attacks on you) I would also advise saving inbetween each officer just in case they pull some nonsense, For me I defeated Lu Xu, Lu Meng and Gan Ning in one go, but SSX took 7 tries as she kept running away or defeating me, so it can be very random what the officers do.
