IMPORTANT UPDATE - Rafflebones no longer is a guaranteed spawn. I suspect he is broken and not spawning currently at all. This was a fun puzzle for me to try to figure out and I was not all the way there but they shut the fun down, kinda confusing to me. I have not figured out if there is a good way to get him to spawn anymore, maybe go to locations that have heavy foot traffic. I am guessing every person that enters his spawn zone has a chance to trigger him spawning, not sure if there is a time limit or anything, have not seen him spawn for a bit though. Sorry the video is pretty useless now, didnt think they would react like this to him getting figured out. IMPORTANT - I have seen spawn locations 4 and 5 be swapped in the reekwater loop. I have seen some other inconsistencies in the order I lined out, it still seems to hold mostly true but I need to keep testing to figure it out. UPDATE - Territories are independent and from what I have seen so far can spawn once per hour per territory including Ebonscale which I was initially unaware he spawned lvl 66 there. Ebonscale seems to work closer to how Reekwater works than how SM and Edengrove work but still ironing out details with that one. Very tricky stuff to pin down. The Facts and Spawn Patterns of Rafflebones lvl 66 From what I can tell the first spawn location of the day can be any territory. Every territory is a little different with how rafflebones spawns, but there are some consistent requirements. A player has to be in the area for rafflebones to spawn. RB is considered a lost mob, so lost trophies, coating, lost bane weapons all work on him. Rafflebones spawns in rotation around the map. After he spawns in Edengrove the next spawn location will be in shattered mountains, after shattered mountains he will spawn in reekwater, after reekwater he will spawn in edengrove. If he is spawned in by an unknowing player (highly likely) and left undiscovered and unagro'ed and out of range of a player he will despawn after around 5 minutes. If you agro him and do not kill him in the 45 second time window he will explode and you will not receive any loot. He has the ability to spawn once per hour in each territory, so if no one has spawned him in for a while you can scoop up 3 kills quickly. Differences between territories: Edengrove - Rafflebones can spawn at any eligible spawn location that has a player close enough to it. Basically there is an area of space around each player that spawns in mobs as they approach. I am not sure if there is a priority preference to any zones, I expect there is some sort of mechanic that moves his spawn around in edengrove but I cannot test that solo. Shattered Mountains- The code here is similar to Edengrove in that he will spawn in any of the locations as long as a player is close enough for him to be able to spawn in, up to a point. It seemed that after 4 spawns in the same spot he refused to keep spawning in that location for the next few spawns. I have not completely figured out the limits here but you just need to move around a little more than in edengrove. Reekwater- Reekwater operates how I expected every territory to operate. In Reekwater Rafflebones spawns on a set loop around the map. For Edengrove and SM I could visit the same general area to make RB spawn but for reekwater I had to find the correct location because he spawns in a set order. I expect you could easily get at least 1 RB kill per hour if you know his last RW spawn location. You could camp the next spawn location and then try for edengrove and then SM might not get either of those but you could make your way back around to RW at the next spawn location.
