Transparency International is a global civil society organization leading the fight against corruption. It publishes every year the corruption perception index. In the latest report covering 2022, they chronicled 180 countries. They scored countries from zero to one hundred points. The higher a country scores out of a hundred points the least corrupt the country is. From the latest report Denmark with 90 points is the least corrupt country in the world. It is followed by Finland and New Zealand both with 87 points, Norway with 84 points and Singapore and Sweden with 83 points each. It is remarkable that all the Scandinavian countries of Denmark, Finland, Norway and Sweden are in the top six. How did African countries perform? According to transparency International most African countries witnessed another year of stagnation especially countries in Sub Saharan Africa. A regional average score of 32 out of 100 marks was the score) for Sub-Saharan Africa. Forty-four of the 49 countries assessed still score below 50. Gains were made by a few countries while many declined. Seychelles continues to lead the region with a CPI score of 70 while Somali with a 12-point score is the most corrupt country in the world. Why then are African countries so corrupt and at the bottom of the ladder? Weak institutions are to blame for the steaming corruption in most African countries. The activities of the average performing institutions are further weakened by conflict and security challenges. That undermined states’ capacity to decisively respond to corruption. The worst is that there is no action in preventing capital flight estimated to be in tens of billions of dollars each year from the region. Instability of political institutions, frequent regime changes and subduing opposition also affect the ability to check corrupt tendencies. The COVID-19 pandemic affected the livelihoods of people, deepened inequalities, and increased graft risks across the region. It is no surprise that corruption was a core issue in many of the elections in 2022. Integrity of the vote itself also remained a concern. In Kenya the election highlighted the urgent need for public scrutiny of political financing. The same issue will be in the spotlight during 2023 elections in Nigeria and Ghana in 2024. Surprisingly many African leaders proclaim to the hearing of the world that they are fighting corruption and it makes headlines all the time. Do not be deceived by the slogans. Their fight ends up in the arrest and intimidation of opposition figures or activists under the pretence of anti-corruption crackdowns and enabled by heavily politicised judicial systems.
