DC comics wanted a Joke sequel set in the Batman, Gotham universe with other DCU Villains yet what they got is Folie à Deux. This is a movie about Arthur Flek, not the joker. Harley Quinn exists to try and resurrect the Joker and lead Arthur Flek around rather than be ruled by him in this musical.
