(22 Apr 1996) French/Nat On the start of a three-day visit to France, Cambodia's leader King Norodom Sihanouk met with French President Jacques Chirac Monday. The visit is mainly ceremonial, with Sihanouk saying he did not come asking for more aid for Cambodia. France has been one of Cambodia's major donors as the Southeast Asian country tries to rebuild from two decades of civil war. Cambodia's former king before he was overthrown, Norodom Sihanouk returned to his country's one-time colonial master as the democratic leader of his nation. King Sihanouk was warmly greeted by French President Chirac at the Elysee Palace on Monday. This is the third state visit to France by the seventy-four old King Sihanouk. Sihanouk arrived in Paris at a time when his government is under increasing pressure for alleged human-rights violations. Human Rights Watch, a U-S-based group, last month accused both the Khmer Rouge guerrillas and the Cambodian government of gross abuses against civilians. In his meeting with President Chirac, King Sihanouk said he was expecting a lot from the international conference on land mines held in Geneva. SOUNDBITE: (French) "We ask that the production, the exportation, the trade, the use of mines to be declared an outlaw. But, we, the Cambodians, are facing many problems to clear the country." SUPER CAPTION: King Norodom Sihanouk of Cambodia At least 1 (m) million Cambodians died during a three-year reign of terror under the Khmer Rouge's policies of killing intellectuals and forcing millions of city dwellers into rural work camps. The Khmer Rouge were overthrown by a Vietnamese-led invasion in 1979, which resulted in a pro-Vietnamese communist government. Sihanouk, who was living in exile in China, joined with the Khmer Rouge in their effort to overthrow the country's leaders installed by the Vietnamese. After years of fighting, U-N sponsored balloting in 1993 resulted in an elected transition government in which Sihanouk was reinstated as king. The Khmer Rouge rejected the results and resumed fighting against the new government.
