Galactic War is a meta game of Supreme Commander Forged Alliance on FAForever in which you can conquer the galaxy with your faction, you can build planetary defences (what you saw in first clip), call reinforcements or recall from battlefield if you are losing (what the UEF Commander tried to do at 1:32), also you can gain access to an "autorecall" which will call you back in the moment you die so you effectively can't die as long as you have it avalible (this is what happened to the Sera commander and why the UEF commander survived). cheers bros see you on FAF
