In the early 1970s a radical idea took shape to tear down Boston’s elevated downtown highway and rebuild it underground. At the same time there was a push to create another tunnel to Logan Airport. Here's how those two tunnel projects became one -- and made history as a notoriously troubled infrastructure project.
