SOUNDBITE: (English) David Miliband, British Foreign Secretary: "I addressed very clearly in the House of Commons on Monday that our response is very clearly linked and determined by what we see is the lack of co-operation from the Russian government in securing the extradition of Mr Lugovoi in respect of the death of Mr Litvinenko. That has been reported or investigated by independent crown prosecution service and the measures that we've taken are determined by that case." 7. Cutaway of media 8. Mr Litvinenko was assassinated on British soil, that's where the inquest started, the investigation needs to be carried out. Justice has to be done. That is France's firm point of view." 11. Kouchner and Miliband walking away STORYLINE: British Foreign Secretary David Miliband said on Wednesday that his country's decision to expel Russian diplomats was based on what Britain saw as Russia's lack of cooperation in respect of the death of Kremlin critic Alexander Litvinenko in London last November. Miliband made the statement following a meeting in Paris with French Foreign Minister Bernard Kouchner. Litvinenko died on November 23 after ingesting radioactive polonium-210. He blamed Russian President Vladimir Putin on his deathbed. Russia has refused to hand over Andrei Lugovoi, a Russian businessman and former KGB agent, who is a prime suspect in the killing. British prosecutors have named Lugovoi as the chief suspect in the case, and authorities are seeking to try him for Litvinenko's murder. Britain has also suspended visa facilitation negotiations with Russia and is reviewing co-operation on a range of issues. The Russian Deputy Foreign Minister Alexander Grushko on Tuesday criticised Britain for demanding Lugovoi's extradition, emphasising that Russia's constitution forbids it, and urged other European nations not to gang up against Moscow. France however has giving its support to Britain, for which it was thanked by Miliband. Kouchner expressed a view that justice should be done.
