This is because they were actually saved at 96000Hz and no 96000Hz HRTF preset comes with the installation. It turns out that unlike OpenAL Soft, X3DAudio HRTF does not automatically resample different bitrates to the native bitrate. This also has other ramifications. If you want to use your own personalized HRTF tables in X3DAudio HRTF, then you actually need to make separate 32000Hz, 44100Hz, 48000Hz, and 96000Hz tables and place them into the HRTF folder.
