There's a misconception that a dog should not be allowed to be distracted or do anything other than walk by your side. If you're in a busy, high traffic area then sure, but if you have a dog that easily gets distracted or simply wants to get more out of their walks, you probably shouldn't be in those busy environments to begin with. Dogs that get easily distracted don't need more control, they need more space and room to make choices you are happy with, without you both feeling in a rush or pressure to get to that point. Start in environments where that's doable and possible for you both, and you will see with time they'll be able to work their way to more challenging settings, where you can adjust your expectations accordingly.
