In 2013, the Tennessee General Assembly enacted the Contract Manager / General Contractor (CM/GC) Services Pilot Program, giving the Tennessee Department to Transportation the go-ahead to use the alternative project delivery method on three projects. CM/GC provides pre-construction services during the design and development phase of a project. Services include, but are not limited to, cost estimates, schedule analysis, sequencing of work, risk identification and mitigation, constructability, permit assistance, utility coordination, and stakeholder communication. The first CM/GC project by TDOT was known as Fast Fix 8, and replaced eight bridges along Interstate 40 in Nashville. The second project, known as MemFix 4, is currently underway in Memphis and will replace four brides along Interstate 240. The third project is under development in Chattanooga.
