We use them at the end of a statement to either 1) ask a question 2) confirm information. Now, how you form the question tag depends on what is in the original statement. Don't you? Can you? Aren't you? etc. all have their own specific rules. And, changing your INTONATION is the difference between a 'real' question and a 'confirming' question.
