Modded BMW 550i Runs From Arkansas State Police

On 2/27/2024, while sitting stationary on Interstate 440 Eastbound adjacent to Exit Ramp # 4, I observed a black BMW 530i (the suspect vehicle) pass my location in the left lane. As the suspect vehicle passed, I noticed that the muffler sounded altered, being much louder and creating a tone that did not seem to be factory. After the suspect vehicle traveled a short distance, becoming no longer visible to me, I heard the vehicle's distinctive exhaust become drastically louder and the gears rapidly changing, consistent with a car accelerating. Knowing that the vehicle was already traveling over the speed limit as it passed me, 73 in the 65 zone, I suspected that the operator was accelerating to a speed greatly exceeding the limit. Due to this and the time of day being rush hour, I suspected this vehicle might begin to pose a danger to the other motoring public and attempted a traffic stop on the suspect vehicle. I merged onto Interstate 440 East and began accelerating, attempting to catch up to the suspect vehicle. I quickly gained eyesight of the suspect, observing the vehicle traveling at a speed that I estimated to be approximately 115 MPH. While the suspect continued to travel at this high rate, I observed it merge continuously between all three (3) lanes of travel, moving between the heavy traffic flow and showing no regard for the safety of others or themselves. I continued to attempt to catch up to the suspect vehicle but began to become caught in the heavy rush hour traffic. Because of this, I initiated my emergency lights and siren as I attempted to negotiate the traffic conditions. Shortly after initiating my lights and siren, I observed the suspect vehicle merge from the left lane to Exit Ramp # 7. I followed behind the suspect's path, exiting the interstate as well. As I traveled down the exit ramp, I could no longer see the suspect vehicle, so I temporarily disengaged my emergency equipment. However, when I reached the bottom of the exit ramp, I observed the suspect vehicle accelerating north at what appeared to be a high rate of speed on U.S. Highway 165 toward North Little Rock. I re-initiated my emergency equipment and turned right onto U.S. Highway 165 behind the suspect vehicle. As I pursued the suspect vehicle on U.S. Highway 165, I could not determine whether the suspect vehicle was actively attempting to flee from me or if the suspect was continuing the same driving behavior I had observed prior, causing me to attempt a traffic stop. As I pursued the suspect vehicle, I slightly shortened the distance between us as I reached speeds of approximately 140 MPH. This shortened distance allowed me to maintain the suspect vehicle in my eyesight, where I estimated the suspect vehicle's speed to be approximately 120 MPH. The suspect vehicle then approached Broadway Avenue in North Little Rock, where a red traffic control light was displayed, causing a line of bystander vehicles. I observed the suspect vehicle drive over the center line, narrowly avoiding a collision with the other cars, as the suspect overtook the northbound traffic. The suspect vehicle then failed to stop at the red traffic light as it turned west onto Broadway Avenue. This reckless and brazen act confirmed that the suspect vehicle was attempting to evade me. I continued to pursue the suspect vehicle onto Broadway Avenue, observing it exceed 115 MPH as it passed cars on the shoulder, crossed the center line into oncoming traffic, and continued to pose a high risk to the motoring public. After a short distance, I observed the suspect vehicle approach another black passenger car resembling it. As the suspect vehicle approached this car, I observed one of them make a left turn from Broadway Avenue. I followed behind the car that had made the left turn, quickly catching up to it. I then discovered it was a black Volkswagen passenger car, not the suspect vehicle. I heard Cpl. J. Oglesby called over the radio that the suspect vehicle had just passed him, westbound on Broadway. I then turned back onto Broadway and began attempting to assist Cpl. Oglesby, After a short distance, I asked Cpl. Oglesby if he was able to maintain sight of the suspect vehicle. He informed me that he could not see the suspect vehicle and could not preserve sight as he conducted a U-turn behind the suspect vehicle. I then decided that due to neither of us being able to maintain sight of the suspect vehicle and the dense traffic conditions, we should cancel the pursuit. Cpl. Oglesby stated that he copied, and I terminated the pursuit without further incident.
