On the Reuse of Licensed Data in the Web of Data - The License Compatibility Problem

A license indicates precisely the conditions on the use of content and data - it describes what actions are authorized, obligatory or prohibited. To know all these regualtion you have to read the - for the most very detailed - license notices. In addition there are different types of licenses for different types of resources as images, text, computer code and so on. So what happens if you have to combine different licenses in order to reuse data? A case that is very common in research and causes different problems. In the ZB MED research colloquium Dr. Patricia Serrana Alvarado, Associate Professor of Computer Science at the Laboratory of Digital Sciences on Nantes at Nantes Université talks about this issue especially the license compatibility problem when reusing licesed data. Abstract: The exploitation of large datasets, currently highlighted to advance knowledge and improve services, requires the development of tools to combine resources of different types and origins. Web applications facilitate the combination of data or, more generally, the integration of different types of resources (images, videos, web services, documents, computer code, data source files, etc.) to create new ones. When aiming to allow the reuse of data, selecting the appropriate license for a resource that reuses others is not simple. The license must comply with the restrictions imposed by the licenses protecting the reused resources. The risk is either choosing a license that is too restrictive, making the new resource difficult to reuse in turn, or choosing a license that is too permissive and does not comply with the involved licenses. Finding the right compromise between compliance with the requirements of other licenses and ease of subsequent reuse is a process that can be challenging. An automatic processing of licenses would facilitate this task. This talk presents our work on license compatibility. Our contribution is a model that allows to order machine-readable licenses according to their compatibility by using restriction relations between licenses to define their compatibility and compliance. The usability of our model will be illustrated by application examples, particularly in the context of educational resources.
