Recognition of Habitat Rights of Paudi Bhuyan PVTG The Audio-Visual Film on ‘Recognition of Habitat Rights of Paudi Bhuyan, Particularly Vulnerable Tribal Groups (PVTG)’ narrates the process of determination and recognition of habitat rights under Forest Rights Act. Paudi Bhuyan of Deogarh district is the first PVTG to receive habitat rights title in Odisha on 7th March 2024. Habitat Rights of Paudi Bhuyan has been recognized over 32 villages under Barkote block of Deogarh District. Since, the most significant and critical rights under Forest Rights Act is the rights including community tenures of habitat and habitation for PVTGs, SCSTRTI, ST & SC Development Department, Govt. of Odisha has developed this short AV which is a process documentation of habitat rights recognition highlighting on the procedural steps for habitat rights claim filing to rights recognition; starting from consultation with traditional leaders of PVTGs, determination of habitat boundaries, joint verification process, habitat rights claim filing and approval process. The Audio-Visual highlights the connections of the PVTGs with their ancestral domains or customary territories and how the recognition of habitat rights will help in preservation of indigenous knowledge and traditional systems of community forest & bio-diversity conservation while securing the rights of the tribal communities (STs) and other forest-dwelling communities. We extend our sincere thanks to the ST & SC Development Department, District Administration of Deogarh, Traditional leaders and Paudi Bhuyan community members for their support and cooperation. We also thank UNDP (Knowledge Partner) and PMU, MJJY and other key stakeholders for their inputs and cooperation. We believe this film will help government officials, civil societies and PVTG communities from across the State and beyond to understand the process of filing of habitat rights claims of PVTGs under FRA and recognition of their habitat rights.
