At the same time, they were the largest Polish unit fighting on the side of the Allies. Berling Army (1943-1944): After the revelation of the Katyn massacre and the severance of diplomatic relations with the Polish government-in-exile, Stalin decided to again build up Polish armed forces in the Soviet Union. In March 1943, Stalin and the representatives of the Union of Polish Patriots, Wanda Wasilewska and Zygmunt Berling, signed an agreement on the formation of these forces. The commander-in-chief became Zygmunt Berling. These were formed without the consent of the legal Polish government in exile. In 1943, the first two of what would later become twelve infantry divisions were formed. On July 21, 1944, the Polish Forces in the Soviet Union were merged with the communist underground army Armia Ludowa and renamed Ludowe Wojsko Polskie ("Polish People's Army").
