In the past, Singapore had many small landfills scattered over various parts of the island, and each quickly filled up after the last. The project team searched the whole of Singapore for a suitable landfill site for the long term, but there were none. Eventually, they looked for options offshore as the precious land on mainland Singapore was needed for housing, commercial and industrial development and recreation. This led to the Phase I development of Semakau Landfill which began in 1995, where a 7-km perimeter bund was constructed to enclose the sea space between two islands, Pulau Semakau and Pulau Sakeng.
