Tonal Contrast knows that within each range of tones, say the mid-tones or the shadows, that there are subtle variation between the individual shades of gray. Cranking the Tonal Contrast in Snapseed up accentuates those subtle variations. We use the word Contrast a lot in digital photography. In most contexts, this word contrast means the push and pull of tones away from medium gray. We talk about contrast a lot because this push and pull of shades is often the “secret sauce” that makes an image come alive.
