In the wake of massive protests in the Northeast over the Citizenship Amendment Act, several references have been made to the Inner Line Permit Sytem in large parts of the region. On December 19, the Meghalaya Assembly unanimously adopted a resolution urging the Centre to implement Inner Line Permit in the state. Earlier on December 11, the inner line permit regime was extended to Manipur with President Ram Nath Kovind signing the order to this effect. So what exactly is the Inner Line Permit System? The concept of the Inner Line Permit comes from the colonial area. Under the Bengal Eastern Frontier Regulation Act, 1873, the British framed regulations restricting the entry and regulating the stay of outsiders in designated areas. The system is in force in four Northeastern states — Arunachal Pradesh, Nagaland, Mizoram and now Manipur — and no Indian citizen can visit any of these states unless he or she belongs to that state, nor can he or she overstay beyond the period specified in the ILP. In addition, the Sixth Schedule of the Constitution provides for the administration of tribal areas in Assam, Meghalaya, Tripura and Mizoram to safeguard the rights of the tribal population in these states.
