This was a tough one! It's hard to make a prestige class that is 100% focused on cold magic work when you don't have any cold spells! I think I came up with some pretty decent solutions though, and although this might not be suited to an unfair playthrough, it can be a lot of fun if you have your heart set on playing a frosty witch.
