Finally, by combining data from these three indices, we will examine the top 6 states and union territories (UTs) in India that have the potential to become the first fully developed states in our country. Starting with the HDI rankings, at number 10, we have Haryana and Punjab, whose HDI scores are almost the same. For reference, India's average HDI is 0.633, and India ranks 132nd in the world. Now, let's discuss the top 10 states based on per capita income: At number 10, we have Puducherry with a per capita GDP of $2,792. Number 9 is Tamil Nadu with a per capita GDP of $2,863. Number 8 is Gujarat with a per capita GDP of $2,872. Number 7 is Telangana with a per capita GDP of $3,119. Number 6 is Haryana with a per capita GDP of $3,181. Number 5 is Karnataka with a per capita GDP of $3,191. Number 4 is Chandigarh with a per capita GDP of $3,954. Number 3 is Delhi with a per capita GDP of $4,644. Number 2 is Sikkim with a per capita GDP of $5,570. And finally, at number 1, we have Goa with a per capita GDP of $5,821." Number 7 is Rajasthan, with an HDI rank of 22. Number 6 is West Bengal, with an HDI rank of 26. At number 5, we have Karnataka, with an HDI rank of 17. Number 4 is Uttar Pradesh, with an HDI rank of 32. Number 3 is Gujarat, with an HDI rank of 23. Number 2 is Tamil Nadu, with an HDI rank of 13. And at number 1, we have Maharashtra, with an HDI rank of 12. Looking just beyond the top 10, at positions 11, 12, and 13, we find Kerala, Delhi, and Haryana in terms of GDP. These states are already in the top lists for HDI and per capita income, and despite being smaller in size, their GDP is significantly better than many other states. Now, if we closely examine this data, we'll notice that there are some names that consistently appear in all the lists or are at least in the top 15. These are the states that are likely to be the first to achieve full development across all parameters in India. If we talk about smaller states and UTs, Goa, Chandigarh, and Delhi are likely to achieve full development first. They are already quite developed compared to the overall India average. When we look at medium-sized and larger states, Kerala, Haryana, Karnataka, Gujarat, Maharashtra, and Tamil Nadu have a higher chance of becoming the first fully developed states.
