The Ford Police Interceptor Utility is often not equipped with PATS so there is no RFID reader to identify the key fob. This allows you to use blade-only keys. Because of this it requires a unique sequence to enter program mode to program the key fobs. In this video I use both an OEM key fob along with some Chinese knock offs. Both worked just fine. Here are the keys I used, Use at your own risk as these knock off keys are known to sometimes not work.
