Tidal Wave and Tropical Storm are two of my lowest leveled characters and they somewhat surprisingly weren't given a rerun last August despite being released in August 2019. With the summer coming to a close it is unknown when we'll see them again. Both of them have the potential to be very good however due to how good of an attack Wipeout is, a deceptively difficult attack to dodge with incredible range. Of the two I'd say Tidal Wave has given me better results - you can Ice Mine people into Wipeout and Wrench Rush is pretty good - although at a higher level Tropical Storm might take the edge as his only real issue is Wind Boost and Wipeout is by far the best attack any of the Storm Cloud characters get.
