What is a temporary residence permit in Russia

A temporary residence permit is a document that allows a foreigner to live and work in Russia for three years. It is the first stage of obtaining Russian citizenship. After receiving the TRP, you can: • work in Russia without obtaining patents and permits; • to register at the place of residence for the period of the TRP; • register as a sole proprietor and officially engage in business; • obtain a temporary resident visa allowing you to stay in Russia for three years without leaving (for citizens of countries that have a visa regime with Russia); • submit documents for obtaining a residence permit in Russia no later than 4 months before the expiration of the TRP. The Russian government annually determines the quota for the issuance of temporary residence permit but the number of quotas decreases each years. In 2021, Russia has issued 39,325 temporary residence permits, 2,000 in Moscow. Within the framework of this quota, a temporary residence permit can be obtained by almost any foreigner who speaks Russian and has passed a medical examination. However, some foreign citizens can get a TRP without taking into account the quota. You can apply for a TRP without quota if you: • have the right to obtain a residence permit without obtaining a TRP; • are married to a citizen of the Russian Federation; • are under 18 years old and have a parent (adoptive parent, guardian or trustee) - a foreign citizen who is obtaining TRP; • are under 18 years old and have a parent (adoptive parent, guardian or trustee) - a foreign citizen who has TRP; • over 18 years old, but recognized as incapacitated or limited in legal capacity and have a parent (adoptive parent, guardian or trustee) - a foreign citizen who is obtaining TRP; • over 18 years of age, but recognized as incapacitated or limited in legal capacity and have a parent (adoptive parent, guardian or trustee) - a foreign citizen who has TRP; • are an investor whose share in the authorized capital of a Russian company is at least 10% continuously withon 3 years, while the authorized capital of the company must be at least 100 million rubles, and the amount of annual taxes and fees for 3 years must be at least 6 million rubles ; • are a participant in the state program to assist the voluntary resettlement of Russians living abroad to the Russian Federation; • have joined the Russian army; • are a citizen of a state that was part of the USSR and received a higher education in an educational organization on the territory of the Russian Federation, according to educational programs with state accreditation; • are citizen of the Republic of Kazakhstan, the Republic of Moldova or Ukraine; • move to the Russian Federation for permanent residence in accordance with international treaties of the Russian Federation on the regulation of the resettlement process and the protection of the rights of migrants; • are stateless person who have a temporary identity card of a stateless person in the Russian Federation or a stateless person who permanently lived on the territory of Ukraine and have been recognized as a refugee or received temporary asylum in the territory of the Russian Federation. You can simultaneously apply for a temporary residence permit for your children or for the citizens with limited legal capacity or incapacity who are under your care.
